Chicago police say Jussie Smollett initially "did not want to report" he was attacked

The Chicago P.D. released an incident report saying they found the Empire star at his apartment with a rope around his neck and "stained clothing." The report said Smollett "did not want to report (the) offense however he believed it to be in the best interest to." He also told officers he received hate mail on Jan. 22.
