Jon Favreau makes it clear: Baby Yoda isn't a young version of Yoda

The Mandalorian creator wouldn't say if Baby Yoda and Yoda are connected, but he did tell USA Today: "The series timeline takes place after Return of the Jedi, And fans of the original trilogy will remember that Yoda not only passes away but actually disappears.
