In 1993, after its freshman season, the controversial ABC cop drama from Steven Bochco and David Milch landed 27 Emmy nominations -- a feat that wouldn't be topped until last month with Game of Thrones. Although NYPD Blue would ultimately win 20 Emmys in its 12-year run, it didn't end up transforming network TV. Broadcast TV, says Michael Schneider, "hasn’t kept up with the promise of NYPD Blue, and it shows in its ever-decreasing number of Emmy nominations...Back in 1994, Bochco and many industry observers believed NYPD Blue would transform TV and it did — but that transformation happened in cable."
