The actor found inspiration in learning that Donald Trump had utilized non-disclosure agreements on his campaign staffers. Simons thought the NDAs could be combined with a #MeToo-themed storyline involving Congressman Jonah Ryan. "Jonah is the perfect vessel for (Veep's #MeToo take) because he historically has always been such a well known verbal sexual harasser," says Simons.
